Cooking Steps
  1. Preheat your oven to 375°F (190°C) and bring a large pot of salted water to a rolling boil.
  2. Cook the short pasta according to package instructions until al dente, about 7-9 minutes, then drain and set aside.
  3. In a skillet over medium heat, brown the ground beef and sauté the onion for 5-7 minutes until softened, then drain excess grease.
  4. Add minced garlic and sauté for an additional minute until fragrant.
  5. Mix in diced tomatoes, beef broth, Worcestershire sauce, salt, black pepper, and garlic powder; let simmer for 5 minutes.
  6. Reduce heat and stir in milk and cheddar cheese until melted and creamy.
  7. Combine the cooked pasta with the meat mixture until well-coated.
  8. Pour mixture into a greased 9x13 inch baking dish and top with remaining cheddar cheese. Bake for 15-20 minutes until bubbly and golden brown.
