- Preheat the oven to 375°F (190°C). Gather ingredients and equipment.
- Melt 4 tablespoons of butter in a saucepan over medium heat. Whisk in 1/4 cup of flour for 2 minutes, then gradually add 4 cups of milk, whisking until thickened (about 8-10 minutes).
