  3. Prepare the Cheese Sauce: In a saucepan, melt unsalted butter over medium heat, whisk in flour, then gradually add warmed milk and heavy cream, whisking until thickened.
  4. Incorporate Seasonings and Cheese: Stir in Dijon mustard, Old Bay seasoning, garlic powder, salt, and pepper. Fold in the cheeses until melted and creamy.
  5. Combine Pasta and Seafood: Add the macaroni and sautéed seafood to the cheese sauce, gently fold until evenly coated.
