Step-by-Step Instructions
  1. Bring a large pot of salted water to a boil. Cook the cheese tortellini according to package instructions, usually about 3–5 minutes until al dente. Drain and set aside.
  2. Heat a drizzle of olive oil in a large skillet over medium-high heat. Add the finely chopped beef and cook for about 5–7 minutes until browned. Remove beef, leaving drippings in the pan.
  3. Add sliced onions to the drippings and sauté for 8–10 minutes until golden brown and tender.
  4. Add bell peppers to the skillet and cook for an additional 3–5 minutes until slightly tender.
  5. Return the cooked beef and tortellini to the skillet. Pour in heavy cream or cream cheese and mix gently. Season with garlic, onion powder, and red pepper flakes. Stir until well combined and heated through, about 2–3 minutes.
  6. Remove from heat and garnish with chopped parsley. Serve immediately and enjoy!
